\nA presidential announcement of the transfer of power and the formation of a Presidential Leadership Council was issued today.<\/p>\n

\nPresident of the Republic:
\nBased on the powers granted to us by the Constitution of the Republic of Yemen in embodying the will of the people, respecting the constitution and law, protecting national unity, the principles and objectives of the Yemeni revolution, committing to the peaceful transfer of power and supervising the sovereign tasks related to the defense of the Republic and those related to the foreign policy of the state.<\/p>\n
And based on the Gulf initiative and its implementation mechanism.<\/p>\n
And in accordance with Article 9 of the executive mechanism of the Gulf initiative, which stipulates the need to take all necessary legislation to implement the guarantees contained in the Gulf initiative, the most important of which is meeting the aspirations of our people for change and reform, and removing the elements of political and security tension.<\/p>\n
In my capacity as the President of the Republic of Yemen, and with a desire to involve effective leaders in managing the state in this transitional phase, and affirming our commitment to Yemen\u2019s unity, sovereignty, independence, territorial integrity and territorial integrity, and sensing historical, national and humanitarian responsibility in the current circumstances that the country is going through in all its lands, and facing humanitarian and political crises that resulted from the war between our people, and in order to overcome the difficulties and obstacles that were placed in the way of achieving our people\u2019s aspirations to build a new Yemen, and to achieve the requirements of our people in preserving the social fabric and stopping the bloodshed, healing the wounds, embodying the goals of the glorious September and October revolutions, and preserving the unity of our people in a state A civil society that achieves broad partnership and equitable distribution of wealth, protects everyone, and achieves the essence of the outcomes of the comprehensive national dialogue, and in our desire to preserve the bonds of brotherhood among all our people, and based on the principles that our people believe in and the need to achieve their aspirations for a comprehensive and lasting peace, and in order to preserve the security of citizens all and stability of the security of the homeland and the integrity of its territory, and to complete the tasks of the transitional period and to implement the consensus of the people our honorable play;
\nWe issued a Declaration for the transfer of power as follows:
\nArticle 1: The Presidential Leadership Council.
\n(A): Pursuant to this declaration, a Presidential Leadership Council shall be established to complete the implementation of the tasks of the transitional period, and I hereby to irrevocably delegate to the Presidential Leadership Council my full powers in accordance with the constitution and the Gulf initiative and its executive mechanism.
\n(B): The Presidential Leadership Council, in addition to its above-mentioned powers, has all the powers of the Vice President.
\n(C): The Presidential Leadership Council will be headed by Rashad Muhammad Al-Alimi, and the membership of seven members namely:
\n(1) Sultan Ali Al-Arada.
\n(2) Tariq Muhammad Salih.
\n(3) Abd al-Rahman Abu Zara\u2019a.
\n(4) Abdullah Al-Alimi Bawazeer.
\n(5) Othman Hussein Megali.
\n(6) Aidarous Qassem Al-Zubaidi.
\n(7) Faraj Salmin Al-Bahsani.<\/p>\n
(D): Each member of the Presidential Leadership Council shall have the rank of Deputy Chairman of the Presidential Leadership Council.
\n(E): The President and members of the Presidential Leadership Council shall abide by the principle of collective responsibility and strive to achieve the highest degree of consensus among them.
\n(F): The Presidential Leadership Council has the following competencies:
\n1) Managing the country politically, militarily and security throughout the transitional period.
\n2) Adopting a balanced foreign policy that achieves the supreme national interests of the state and builds it on the basis of independence and common interests in a manner that preserves the sovereignty, security and borders of the state.
\n3) Facilitating the government’s exercise of its powers in full during the transitional period.
\n4) Adopting the necessary policies to enhance security and combat terrorism throughout the Republic of Yemen.
\n5) The formation of the joint security and military committee to achieve security and stability by adopting policies that would prevent the occurrence of any armed confrontations in all parts of the Republic, creating conditions and taking the necessary steps to achieve the integration of the armed forces under a unified national command structure within the framework of the rule of law, and ending the division in the Armed Forces, addressing its causes, ending all armed conflicts, establishing a national doctrine for members of the army and security services, and any tasks the Council deems to promote stability and security.
\n6) Enhancing equality among citizens in all rights and duties and achieving broad partnership.
\n(G): The President of the Presidential Leadership Council shall exclusively have the following powers and authorities:
\n(1) The Supreme Command of the Armed Forces.
\n(2) Representing the Republic at home and abroad.
\n(3) Appointing governorate governors, security directors, Supreme Court judges and the governor of the Central Bank, after consulting with the Prime Minister, provided that the names are agreed upon with members of the Presidential Leadership Council, and in case of disagreement, the decision is presented according to the decision-making mechanism mentioned in paragraph (k) of this article.
\n(4) Ratification of agreements that do not require ratification by the Council of Representatives after the approval of the Council of Ministers.
\n(5) Establish diplomatic missions and appoint and recall ambassadors in accordance with the law.
\n(6) Inviting the Council of Ministers to a joint meeting with the President of the Presidential Leadership Council whenever the need arises.
\n(7) Declaring a state of emergency and general mobilization in accordance with the constitution and the law, unless the Presidential Leadership Council, by a two-thirds majority, decides not to declare.
\n8) Calling the regular and extraordinary sessions of the Presidential Leadership Council.
\n(H): Vacancies for the President and Members of the Presidential Leadership Council:
\n(1). In the event of the death, disability, or resignation of the President of the Presidential Leadership Council, the council is headed by the eldest member and continues as the council\u2019s chairman unless the Presidential Leadership Council deems it necessary by consensus or by a two-thirds majority vote to choose another head of the council\u2019s members.
\n(2). The rules governing the work of the Presidential Leadership Council deal with the death, incapacity or resignation of a member of the Council.
\n(I): The Chairman of the Presidential Leadership Council or his representative determines the place and time of the sessions in the invitation he sends to the members of presidency when needed.
\n(J): No member of the Presidential Leadership Council may refuse to participate in council meetings except for reasons of death, disability, terminal illness, or an urgent necessity that prevents him from attending. .
\n(K): Decisions of the Presidential Leadership Council are issued by consensus, and in the event of inconsistency, the following shall be implemented:
\n(1). Decisions are taken upon voting by a simple majority, and in the event of a tie, the side voted for by the President of the Presidential Leadership Council shall prevail.
\n(2). If a simple majority is not present, the matter is referred to a joint meeting with the Presidency of the Consultation and Reconciliation Commission.<\/p>\n
(3). Decisions are made in the joint meeting of the Presidential Leadership Council and the Presidency of the Consultation and Reconciliation Commission by a simple majority of those present, and when the votes are equal, the side for which the President of the Presidential Leadership Council voted shall prevail.<\/p>\n
(4). If it is not possible to have a simple majority of the attendees at the joint meeting, the Chairman of the Presidential Leadership Council decides the decision.<\/p>\n
(L): The President of the Presidential Leadership Council issues presidential decrees and decisions to implement the decisions of the Council within (24) hours after voting on the decision.<\/p>\n
(M): The President of the Presidential Leadership Council approves the rules regulating the work of the Presidential Leadership Council, the Consultation and Reconciliation Commission, the legal team, and the economic team formed under this announcement within (15) days from the date of submitting the legal team\u2019s recommendation of the draft organizing rules, and it is issued by law.
\n(N): The President of the Presidential Leadership Council decides the necessary executive procedures for the conduct of the work of the Presidential Leadership Council, the Consultation and Reconciliation Commission, the legal team and the economic team until the adoption of the organizing rules.<\/p>\n
Article 2: The Consultation and Reconciliation Commission.
\n(A): In accordance with this declaration, a body will be established that brings together the various components to support the Presidential Leadership Council and work to unify national stakeholders in a way that enhances the efforts of the Presidential Leadership Council and create the appropriate conditions to stop fighting and conflicts between all forces and reach peace that achieves security and stability in all parts of the Republic.
\n(B): The commission works to unify the visions and objectives of the various national forces and components, in a way that contributes to restoring state institutions and consolidating Yemen’s belonging within its Arab fold.
\n(C): The Commission is composed of fifty members as follows:

(D): The Consultation and Reconciliation Commission elects its executive presidency from among its members in its first session, based on an invitation from the President of the Presidential Leadership Council.<\/p>\n
(E): The President of the Presidential Leadership Council appoints whomever he deems fit from the national competencies to be a member of the Commission when needed, provided that the number of members does not exceed one hundred members.
\nArticle 3: The legal team.<\/p>\n
(A): A legal team of competent national competencies shall be formed to draft the rules regulating the work of the Presidential Leadership Council, the Consultation and Reconciliation Commission, the legal team and the economic team formed under this declaration, and it shall be submitted within (45) days from the date of this declaration to the President of the Presidential Leadership Council for approval and issued by law. The team may submit its advisory opinion on legislative and constitutional issues to the Presidential Leadership Council upon a request from the council chairman.<\/p>\n
(B): The team shall be headed by Ismail Ahmed Al-Wazir and the membership of each of the following:
\n(1) Ahmed Zabin Attia.
\n(2) Ahmed Arman.
\n(3) Ghaleb Abdul Kafi Al-Qurashi.
\n(4) Hamoud Abdel Hamid Al-Hatar.
\n(5) Abbas Muhammad Muhammad Zaid.
\n(6) Muhammad Salih Ali.
\n(7) Muhammad Musa Al-Amiri.
\n(8) Nabila Muhammad Al-Hakimi.
\n(9) Nihal Al-Awlaki.
\n(C): The President of the Presidential Leadership Council appoints whomever he deems fit from the national competencies to join the team when needed.
\n(D): In the event of any member of the team\u2019s apology, the President of the Presidential Leadership Council appoints a replacement member for him. Election could not be made.
\nArticle 4: The economic team.
\n(A): An economic team of competent national competencies is formed to support government reforms and provide advice to the government and the Central Bank regarding urgent reforms in the economic, development, financial and monetary fields, in addition to working to enhance efficiency, transparency and integrity in government agencies, studying economic challenges and working to lay the foundations for sustainable development, drawing up the necessary plans for economic development, proposing stimulating solutions for economic growth, and working to increase state revenues, raise the efficiency of collection, and diversify the economic base. This team presents its opinion and studies to the Presidential Leadership Council on economic and public financial issues of the state.
\n(B): The team shall be headed by Hussam Al-Sharjabi and the membership of each of the following:
\n(1) Ahmed Bazara.
\n(2) Jalal Yaqoub.
\n(3) Jihan Abdel Ghaffar.
\n(4) Raafat Al-Akhali.
\n(5) Saad Sabra.
\n(6) Shawqi Hayel Saeed.
\n(7) Alaa Qassem.
\n(8) Othman Al-Haddi.
\n(9) Ali al-Habashi.
\n(10) The age of the wise.
\n(11) Fares Al-Jadabi.
\n(12) Muhammad Hammam.
\n(13) Muhammad Shehab.
\n(14) Najat Jamaan Amin.
\n(C): The President of the Presidential Leadership Council appoints whomever he deems fit from the national competencies to join the team when needed.
\n(D): In the event of any member of the team\u2019s apology, the President of the Presidential Leadership Council appoints a replacer for him. In the case the team’s head apologizes, the team shall elect one of their members as a head within no more than 15 days. The Pres. Leadership Council shall have the ability to appoint whoever they see fit as a head of the team in case election is not possible.
\nArticle 5: The House of Representatives and the Shura Council.
\nThe mandates of the House of Representatives and the Shura Council shall continue in their assigned duties.
\nArticle 6: The Government of Competencies.
\nThis announcement renews confidence in the government formed under the Riyadh Agreement, with the Presidential Leadership Council taking what it sees as its powers to make amendments or changes in the government, or form a new government.
\nArticle 7: A comprehensive political solution.<\/p>\n
The Presidential Command Council is in charge of negotiating with (Ansar Allah) the Houthis for a permanent ceasefire throughout the republic and sitting at the negotiating table to reach a final and comprehensive political solution that includes a transitional phase that will move Yemen from a state of war to a state of peace.<\/p>\n
Article 8: End of the Presidential Leadership Council’s work.<\/p>\n
The term of the Presidential Leadership Council ends in accordance with a comprehensive political solution and the establishment of complete peace throughout the republic, which includes defining the transitional phase and its requirements, or when general elections are held in accordance with the new constitution and the inauguration of the new president of the republic.<\/p>\n
Article 9: Inconsistency.
\nThis declaration supersedes what contradicts its provisions in the constitution and laws.
